Web hosting integration?

Hello, new user here!

I've been impressed with many parts of hostbill, pretty much everything I've seen.

But I can't tell if you can actually use it to create hosting for normal website?

If a customer just wants to host his web page, what are the options?
cpanel and plesk integration seems to touch on these subjects, but I can't tell if this is just ways to administer existing (sold) virtual machines or something else?
Basically, I don't really get if hostbill is "just" for managing VPSes or pretty much everything.
