ive few question for hostbill and  IPAM

1. can hostbill make  a product or package without modul and generate invoice for it ? letsay selling manage services, selling dedicated bandwidth only, rent of IP's subnet
2. did ipam works for non colo / dedicated server ?? letsay solusvm,cloudstack,openstack, freeradius
3. related to no 1 n 2 ive current reseller who only rent our IP's /24  can they manage their IP's  from reseller page using IPAM ?
4. and in our country if any who want to buy a domain needs to upload their documet (something like id card copies, vat license, ). did hostbill  provided for folder for managing document ??
