Internet Service Provider to Reseller

As a service provider, who sells directly to resellers (partners) who in turn will sell to their clients... what license do I need?  Do my resellers need their own licenses too?
What exactly does "Unlimited clients"mean?

You can't have resellers in Hostbill - you have affiliates, so no, they don't need anything other than an affiliate relationship with you, while you're the one who has the relationship directly with the registrar.

There are a lot of domain reg modules and reseller plans - some are free to set up, and which one is best is the one you like servicing.

You do need to sign contracts w/OpenSRS, and I'm sure most if not all of the others too, but I wouldn't recommend using OpenSRS if you're just starting off. There's other easier ones like resellerclub, or you can ask @Thetrusteeco and a few others here that prefer other, more functional solutions for domain registrations and such.
