Issue with OnApp

I have created 4 VPS packages which uses OnApp module (Not v3) and i was able to provision the VPS just fine.

I would like to upgrade from VPS1 to VPS2 but when i clicked Upgrade in the clientarea it says

Its not possible to upgrade this package at this moment. Please contact us to change your resource limits.

Anyone has any idea?
