Non-US SSL CAs?

I know there are a lot of Non-US Based HostBill users.  Can anyone recommend a Non-US based/backed SSL Certifying Authority?

Back in the day it was South Africa-based Thawte, but they're a just a Symantec brand now.

I'm trying to setup an SSL Cert on a .af domain, and the US gov blocks Symantec, Comodo, Godaddy, GlobalSign, NetworkSolutions, Trustwave, etc. from issuing SSL Certs to .af domains.

So far I've found: Certum, domeny.pl, EuropeanSSL, and SwissSign.

Does anyone have any experience with any of these?  A couple are certified through WebTrust (based in Canada) owned by Ernest & Young (based in the UK, but operating in the US), so would they be bound by US encryption export regulations?  I would guess yes.

Anyway, if anyone has experience with any of them, that would be helpful.
