Client activity log like shut-down/reboot/ etc

Hello,

Is there any way to check client activity like shutdown/reboot/boot/ reinstall/ etc ?  SolusVM has that option but some clients are using Hostbill to do that. Unfortunately we can't track that on hostbill and some users seems to make false statements that their servers auto-shut down and they need to power them back on. We can't check if that's really truth without a client log activity on hostbill.
