Where is: Billing Alerts?

I read about this new feature that has apparently been included in every version for free. But I cannot find it anywhere!

I assume you have a complimentary module as outline below?

"Visit Settings->Modules->Plugins, find and activate "Billing alerts" module. If module is not on your list, upgrade your other modules to latest available versions."
