Hostbill custom modules

Hi All,

We need a new hosting panel for our dedicated/vps/colocation customers.
Is it possible  to buy a new Hostbill licensee and develop custom modules with the old Github docs?

As far as I understand, you cannot develop your own modules unless you are using a version older than May 2013 where you are entitled to so.
