How to configure HB to bill on VM's scale hourly ?

Hi, Gents

Basically, we'd like to to configure a product that,

1. Allow all VMs under one same client to be able to access each other;  To achieve this, seems we have to select 'Cloud Hosting' mode.
2. Charge client hourly based on the size of VMs actually allocated

Now, we are stuck with the 2nd requirement. If choose 'metered billing' for this product,   the option 'unit price/hour' for 'Allocated VM' seems  have nothing to do with the size of VM, e.g. CPU, memory,disk.  It doesn't make sense to let client pay for the same price for 2 different VMs at all.

So how to get this realized,  any advice ?
