Text for non EU customers on invoice

Hi,

i try to find a solution to add a text to a invoice only for specified countries, like it is done with the vies vat module.

The thing is, i want or must place a text into the invoice for all customers that not from the EU but i have no idea how this can be done, i think at the moment there is no possibility to do this but maybe someone has a idea for this.
