How to contact hostbill in this situation

I have access to all my plugins I purchased in 2012 and I can download them
but one particular plugin when I click on it to download it just takes me to Blank page
does not prompt to download I have tried chrome, firefox, etc

It is Dedicated Server/Collocation Manager v2 License

Now in this situation what am I supposed to do?

I contacted long time ago , reported but but no answer . Waited for 6 years to see if this company can be trusted but lost hope. Won't renew software and left for clientexec .  For now I just keep playing with the software :)   Unfortunately hostbill is too risky to use
