Can't Authorize.net to work at all

I tried both of them excluding CIM. But I keep getting errors.

Now  when I try one sim I get this error

The following errors have occurred.
(97) This transaction cannot be accepted.

Now when I try  aim I get this error

The Global Payment System identification numbers are incorrect. Call Merchant Service Provider.
Payment failed. Please contact administrator
