PLEASE NOTE: We have blurred some parts of the credentials to ensure that your identity is protected.  However, our technician used what details you gave us for the login details and IP address.

We tried access on one of our servers so this proves that your PLESK server is accessible.  The issue must be on the HostBill server for some reason.  To investigate further (traceroute, firewall checks etc, routes) I will need some help from my technical people and access to the HB Server.  I will send you a PM with a link so that you can log a support request and the details for them to help.
