Hostbill and VMware

Im planning to resell some VPS, so i want as few questions, based on scenarios>


Scenario 1:
-3 Server, A, B and C, the A and B are sliced in 4 equal VPS and server C for vSphere management and storage.
-I want to add server A and B in hostbill, then the clients can buy up to 8 VPS in total.
-Will provision using the template in the server C and deploy in A or B when client pay the invoice.
-Clients will receive login, pass and IPs in their email after deploy
-Clients can start stop shutdown VPS like always

Scenario 2
-3 Server, A, B and C, the A and B are sliced in 4 equal VPS and server C for vSphere ONLY
-Server A and B will be filled with already installed and configured VPS
-When client rent a VPS, hostbill must activate this machine
-Clients will receive login, pass and IPs in their email after activation.
-Clients can start stop shutdown VPS like always.

So, this is possible with hostbill, can be done? Or maybe another way to automate this?
